The City Council voted unanimously late Wednesday to place a parcel tax measure on the November ballot that would provide money for the city library.

The tax would need approval by two-thirds of voters to pass. A similar measure for a $95 parcel tax failed in November 2009 because only 65.91 percent of voters supported it.

A “library summit” held Feb. 6 at the Pacific Grove Natural History Museum drew more than 100 people, including City Council members, library board members, city administrators, members of Friends of the Library, library staff and others, said senior librarian Lisa Maddalena.

Ideas raised included proposed new services, approaching Pebble Beach residents as a potential source of tax revenue, using taxes from medical marijuana sales in the city if cannabis clinics are approved, establishing a library foundation to raise funds, and trying, once again, to get a two-thirds majority of voters to approve a tax to keep the library open.

Measure J was close, but not close enough.

With all the votes counted, including the late ones and the questionable and damaged ballots, Monterey county Elections reports that Measure J, which would have funded our library with a $96 parcel tax, missed passage by a very scant margin.

Think that this added tax will benefit the library only? Wrong. The city will be able to draw money away from the library to fund other things. Say forinstance, sustainable seagull repellent for the roof of city hall.

A campaign committee in favor of Measure J, a parcel tax to support the Pacific Grove Public Library, was formed late Wednesday after a meeting at the Pacific Grove First United Methodist Church.

 

Measure J, which would levy a flat $96 tax on each parcel and $75 for each unit of a multi-family residential building, is expected to raise an estimated $630,000 annually from the city’s 6,000 parcels plus apartment units, said city Management and Budget Director Jim Becklenberg.

That alone wouldn’t be enough for 40 hours a week, Headly said.

Pacific Grove voters will decide Nov. 3 whether to tax themselves to provide a stable source of funding for the city’s library.

Wednesday the City Council unanimously approved placing the special-purpose parcel tax on the ballot.

The measure would levy a flat $96 tax on each parcel and $75 for each unit of a multi-family residential building. It would require a two-thirds majority to pass, City Attorney David Laredo said.
