The victim had parked his vehicle in the turnout and exited his vehicle when he was confronted by 48-year-old, Garrett Lowery, a Pacific Grove resident. The victim told officers that he and Lowery knew each other and that Lowery had been repeatedly attempting to intimidate and bully him.
The victim reported that during the confrontation, Lowery threatened to kill him and stated he would smash his head in with a rock.

At approximately 12:38 p.m., an on-duty Pacific Grove Police Department Community Service Officer, was performing her regular duties and observed Lowery near the Lighthouse Cinema on Lighthouse Avenue. The Community Service Officer immediately notified on-duty police officers, who responded and safely took Lowery into custody without incident.
