another political twist as Mayor Dan Cort has announced his intent to resign. It comes after the kick-off for a grassroots recall campaign on Tuesday.

Cort was re-elected as Mayor in November. According to a letter he wrote, he will resign effective August 31st. He calls the current situation a “negative environment” and the actions by his opponents “intimidating.”

His two page letter also addresses the bigger picture for the city. “I do not believe it is in the best interest of the City and it’s citizens, to spend the next six to twelve months distracted by a recall effort,” says Cort.

The two man group speaking out in the recall campaign is activist David Dilworth and former council member Terrence Zito. Coincidentally, Dilworth also ran for a seat on the city council in November. He was not elected.

In a press conference in front of the P.G. post office Aug. 4, activist David Dilworth is the second to sign a petition to recall Mayor Dan Cort and three council members. The first to sign was Dilworth’s right-hand man, former P.G. Councilman Terrence Zito.

Pacific Grove Mayor Dan Cort has announced his surprise resignation, effective Aug. 31, in response to the threat of a recall.

In an email to Cort sent before 6pm August 3, P.G. activist David Dilworth informed the mayor he planned to begin gathering recall signatures at 11:45am Aug. 4—unless Cort promptly resigned.

Not a very good Mayor in my opinion. Man has an agenda with all the U.N. Agenda 21 sustainable stuff. Wanted to close the streets to cars. Thought solar panel in foggy P.G. would benefit. Called citizens that voiced opinion ‘moron’. Failed to lead in the worst situations. Hope we can forget this man and return to common sense.

“Do not construe this as a negotiation,” Dilworth added, “nor is it up for discussion. I am authorized to let you know that if you publicly elect to resign ‘for family’ or any other reason before we begin gathering signatures … the people who have already signed have agreed that the media and the general public never need know about you facing a recall effort.”

Cort said it was ironic that a man who purports to crusade for open government would write such a letter, offering to keep the reasons for his resignation secret.

Over the years, we have questioned many of Dilworth’s assertions, but have agreed with him on many positions. We have enjoyed his theatrical presentations to various boards and commissions. In this case, his tactics are no longer amusing or appropriate.

His note to Cort smacks of a ransom demand.

While I am confident that the voters of Pacific Grove would see through the lies and deception of this small minded group, I do not believe it is in the best interest of the City, and its citizens, to spend the next six to twelve months distracted by a recall effort. The issues facing Pacific Grove, and cities throughout the State, are too important right now to be pushed aside for the personal vendetta of a few disgruntled complainers.

This should not be a surprise to anyone who has followed Pacific Grove politics even slightly: All three of the P.G. City Council members with terms ending in November opted not to run for re-election.

It’s also good that a large crop of candidates is competing for the chance to replace the departing trio. All eight are capable, to varying degrees, but three rise to the top: Ken Cuneo, Carmelita Garcia and Bill Kampe.

Can’t say that I’d support another school tax. That $6,000,000 stadium at PGHS and $1,700,000 district offices tells me that there is plenty enough money going to the school district.

Task force members found several points of debate in Dilworth’s presentation.

Steve Shimek, executive director of the Otter Project, said that data show the density of traps required would “make trapping impractical.”

David Headrick, a pest management expert and professor at Cal Poly-San Luis Obispo, questioned Dilworth’s determination of what makes a successful eradication effort.

During his presentation, Dilworth said state efforts have fallen short in eradicating seven of nine targeted species since 1982. Headrick said that a species can be eradicated and reintroduced at a later date.

Sheri Lee Smith of Forest Health Protection disputed Dilworth’s contention that Hawaii is not concerned about the moth’s presence on the islands.

“To say Hawaii is not concerned about the moth,” Smith said, “would be a mistake.”

Dilworth said he does not know what percentage of a regional population is captured by traps, and so he does not know how many traps would be needed to control the population.

“The only way we’re going to have an idea if it works is if we use traps for a long period of time and don’t catch any moths,” Dilworth said after his presentation.

For instance, the HOPE’s proposal indicates that apple moths fly no more than 30 yards from where they are born.

“We’re not sure where the (20- to 30-yard) figure came from, but suspect it may have come from a (New Zealand) study,” the response said.

In that study, moths were caught at a median distance of 30 meters to 35 meters after being released, the response said.

“As these were median distances, half of the moths flew further, and males were caught up to 600 meters from the release site.”

HOPE also said the moths “do not fly higher than 10 feet above the ground.”

The working group response said “this is simply not true,” saying that apple moths have been trapped about 50 feet high in a New Zealand pine forest.

Dilworth said he acquired this information from the U.S. Department of Agriculture.

The response also shot down a HOPE claim that the sprayings “may have affected monarch butterflies or Smith’s blue butterflies, but not likely target moths.”

The working group response: “We don’t know why this statement is in the document or where it came from. The (Technical Working Group) is not aware of any information on either of these species relative to the LBAM treatments, nor is there anything in the formulations that we would expect to have any effect on these species one way or the other.”

A top state bug expert threw cold water Friday on a report suggesting the light brown apple moth has been kept in check in New Zealand without an aggressive pesticide program.

The report’s shortcomings, in Hoffman’s view, include:
· Overlooking financial and environmental costs of New Zealand’s pest management program.
· Giving short shrift to possible pitfalls of introducing non-native species to prey on the light brown apple moth.

It is unlikely the moth’s natural enemies would be allowed in the United States, Hoffman said.
· Ignoring the potential impact if the light brown apple moth becomes established in other parts of California, other states or Mexico and Canada.

“The authors display a lack of understanding about the purpose of classifying (the moth) as a regulated pest and the necessity of implementing actions to restrict its movement,” Hoffman wrote.

Last night the planes did fly. Once again, superior minds prevailed against uneducated hand wringers.

The environmental group Helping Our Peninsula’s Environment filed suit in Monterey County Superior Court questioning the safety of the spray while contending that the eradication project requires a detailed environmental analysis.

HOPE successfully delayed the second round of spraying on Oct. 10, when Judge Robert O’Farrell issued a temporary restraining order citing concern over the chemical composition of the pheromone spray.

At the center of the controversy was a chemical known as PPI, which the U.S. Environmental Protection Agency said was in the spray. The agency later retracted the statement.

In the Sept. 8 letters, as well as all over the local nightly news, David Dilworth repeatedly says without attribution:

“University of California insect scientists tell us that the huge Santa Cruz infestation areas could not have occurred in just a few months. The moth has probably been here for years — and done little noticeable damage.”

Well, here, with attribution, is what UC actually says:
