The first goal of the smart meter program is to reduce overall energy usage. “Tiered pricing,” currently in effect, means you are charged more per unit of electricity or gas if your household uses more than its monthly allotment. Under current rules, there’s no financial benefit for using power in the middle of the night instead of the middle of the day.

But before too long, you’ll be charged a much higher price for a kilowatt hour at noon than one at midnight. And that means you’ll want to lop off the tops of the bars on your energy usage charts at peak times of day, and move them to the evening — by doing laundry or washing dishes after 8 p.m., for example, or on the weekend.

“If peak demand could be reduced a mere 5 percent, the national savings on power plant construction, energy and transmission costs would amount to $3 billion per year,” Marshall said.

Pacific Grove: Subject reported he was riding his bicycle eastbound on the bike trail. Announced “Bike to the rear,” as he approached a group standing in his lane of travel. As he attempted to ride around the group, an 11-year-old girl ran into his path. He struck victim’s arm with his bike, and he fell off of the left side of the bike. He received scrapes along the left side of his body and forehead. The pedestrian was not injured, and she gave the same account of the incident as the cyclist. She said she became confused. Her mother was also present. The subject was treated by fire personnel on scene and elected not to go to the hospital via ambulance.

He has been held in Monterey County Jail since the first guilty verdict but will now be moved to a state prison. While in the county facility, “he has received no disciplinary action reports or writeups” for bad behavior, according to Wouden.

Meanwhile, his parents have settled a federal civil lawsuit brought by one of Pollacci’s victims, which claimed they were negligent for letting their son, who was first convicted of sex crimes in the early 1990s, work in their liquor stores. A lawsuit by Jane Doe 1 was filed in federal court against the Pollacci’s. Late last year, a judge ruled they could be held personally liable for negligence. The family also sold its Pacific Grove and Carmel liquor stores, which are now owned by Lopez family, who also owns Lopez Taqueria & Liquor on Del Monte Avenue and Lopez Restaurante y Cantina on Cass Street.

Pacific Grove police suffered a setback last week when a judge dismissed breach-of-contract claims in a lawsuit they filed last year against the city over a voter-approved initiative that lowers the amount the city contributes to workers’ pensions.

The initiative was drawn up by a group of citizens led by former city councilman Dan Davis as a way of reducing the city’s retirement costs. The $900,000 Pacific Grove pays to CalPERS every year is one of the city’s biggest expenses.

A Pebble Beach house undergoing major remodeling was burglarized twice on Sunday — once in the morning and again at night — according to the Monterey County Sheriff ’s Office.

“There were two different calls there, and two different documentations of stuff that was missing,” Cmdr. Lisa Nash said of the home located on Macomber Drive.

Since the home is being remodeled, many workers have access to the house, according to Nash, who said deputies found no evidence of forced entry.

The store on Lighthouse played a prominent role during Tom Pollacci’s 2010 criminal trial in which a jury found he raped a woman in the loft. According to prosecutors, nine other women have reported being raped by him over the last three decades. His next trial, on charges of raping two of them, is scheduled to begin July 11 in Monterey County Superior Court.

Pollacci and his family are also being sued in Superior Court by one of his victims and in U.S. District Court by another. Pollacci worked at the Ron’s Liquors in Pacific Grove and Carmel for many years, and met several of his victims there, where he commonly checked the IDs of customers, according to court testimony.

The lights drawing protest include six 24-foot-tall fiberglass poles with attached LED lights, solar panels and battery units, which some residents say look out of place in the scenic neighborhood.

But according to NOAA, the new low-wattage lights are an improvement over the old halogen system because they are “dark sky certified,” turn off three hours after sunset and turn on one hour before sunrise, and don’t have as much effect on the night sky, points reiterated by the coastal commission.

“The LED lights will reduce the footprint and intensity of night-time lighting when compared to the previous non-directional searchlights that illuminated the [NOAA] parking lots,” Delaplaine wrote, “and the commission believes this element of the project yields a reduction in adverse lighting effects on adjacent neighborhoods and environmentally sensitive habitat.”
