“Plastic bags of dog waste on the beach are a serious issue,” said Rachel Kippen, SOS Program Manager. “Not only are they an eyesore and horribly unpleasant, but they also have a direct impact on some of our most critical species, including the endangered southern sea otters that call Carmel’s kelp forest home.”

Starbucks plans to move into the former KFC and Long John Silver’s building near the city’s border with Pacific Grove.

The Seattle-based company could move into the location by August, according to Christy Hopper, Monterey’s senior associate planner.

Hopper, who has been working with the company for roughly eight months, said the plan calls for the building to be completely converted but keep the drive-through.

It will have outdoor seating and entrances on Hawthorne Street and Lighthouse Avenue.

I offer my plan. Have the parking enforcement department search the web and collect addresses since they are not enforcing parking anyway. Then impose a yearly flat tax based on number of rooms the house has. Should get enough revenue to hire someone at the tax collection office to actually collect taxes.

Pacific Grove inn owner Amrish Patel said the lack of regulation on sales tax for these rentals can create an unfair advantage.

“It’s not fair that we’re being taxed and they’re not,” Patel said. “But I don’t know how you can enforce that.”

The city of Pacific Grove prohibits renting out private rooms, but does allow homeowners to rent out their whole house if they get a transient use license. KSBW searched for rentals in the Pacific Grove area and found more than 150 renters listing private bedrooms for rent.

Monterey County tax collector Mary Zeeb said neighbors call in to report illegal renting but that her staff does not have the time or resources to check whether each renter paid sales tax on the revenue.

Monterey Bay National Marine Sanctuary Superintendent Paul Michel, who yesterday issued a press release warning that unmanned aircraft systems—aka quadcopters or aerial drones—are regulated, and in some places banned, above sanctuary waters.
Low-flying planes over the beaches and ocean, piloted or not, can scare marine wildlife such as seals, sea otters, seabirds and shorebirds, Michel writes.

Even outside those areas, he adds, it’s illegal to harass marine animals, turtles and birds. In various direct and indirect ways, the presence of drones can stress and even kill wildlife.

Last week, a 31-year-old Los Angeles city law aimed at preventing homeless persons from using parked vehicles as living quarters was ruled unconstitutional by a three-judge panel of the 9th Circuit Court of Appeals.

The Pacific Grove City Council last August voted 4-3 to prohibit living or sleeping in vehicles parked on public property. The decision came over protests by advocates for the homeless, but Police Chief Vicki Myers said it would give officers more latitude in contacting people in need of services.

Laredo said Pacific Grove’s law is different in several ways from the L.A. law, and the appeals court ruling “may strike it down or it may not.”

Monterey City Attorney Christine Davi said she was looking at the appeals court ruling to see if it would affect Monterey’s ban on overnight parking in certain areas. The city last year, amid a debate over homeless in the community, considered expanding the parking ban to other commercial areas.
