In an Aug. 25 civil complaint, Blue Wave Enterprises
and Jon Kramer contend that when they tried to submit
an application for the three-unit hotel at 176 Central Ave.,
city hall refused “to accept and process” the document.
The lawsuit argues the hotel should be allowed per Pacific
Grove’s local coastal plan.

Kramer first proposed a mixed-use development, in
cluding two residential units and a retail space. City staff
told him that he could not pursue the project because of
zoning issues. Kramer issued revised plans without the
residential units and replaced them with hotel rooms. The
city turned that request down, too, also citing zoning.
“City staff instead suggested that petitioners pursue
a subsequent ballot initiative to allow a hotel use on the
property, or to bring forward a new project consistent”

A little. Bigger story is that they are getting away with not paying their fair share of tax. Then the tax collector uses the ‘no resources” excuse to not go after them.

I offer my plan. Have the parking enforcement department search the web and collect addresses since they are not enforcing parking anyway. Then impose a yearly flat tax based on number of rooms the house has. Should get enough revenue to hire someone at the tax collection office to actually collect taxes.

Pacific Grove inn owner Amrish Patel said the lack of regulation on sales tax for these rentals can create an unfair advantage.

“It’s not fair that we’re being taxed and they’re not,” Patel said. “But I don’t know how you can enforce that.”

The city of Pacific Grove prohibits renting out private rooms, but does allow homeowners to rent out their whole house if they get a transient use license. KSBW searched for rentals in the Pacific Grove area and found more than 150 renters listing private bedrooms for rent.

Monterey County tax collector Mary Zeeb said neighbors call in to report illegal renting but that her staff does not have the time or resources to check whether each renter paid sales tax on the revenue.

The council, at its Wednesday meeting, rejected an appeal filed against the Sea Breeze Lodge expansion after it had been approved on a divided Planning Commission vote in March.

Appellants Roxanne and Adiba Mahroom contended the proposed addition of six units, on top of three approved in 2002 but never built, should have been reviewed under the state Environmental Quality Act. They also argued the city wrongfully approved water for the project before it was considered by the Planning Commission.

City planners said the addition to the 30-unit Lighthouse Avenue motel was a minor project exempt from the Environmental Quality Act.

I found a mostly dead giant roach under the bathroom sink. Disgusting! On the second night as we were getting settled in, we began to smell cigarette smoke. I shut the windows thinking someone was smoking outside but it didn’t subside. I believe it was coming from the room next door and wafting in under the connecting door. When we complained and asked for a different room, their first reaction was to call the people in the room in question to ask them if they were smoking in the room.

We left. Sorry, but did not want to smell Pine Sol while sleeping. Newark NJ might be preferred to that.

my partner and I had only been in the room for about an hour and were fooling around on the bed when the maid tried to barge into the room without even knocking! Thankfully we had used the deadbolt on the door so her key was useless. Talk about a mood killer though!

The room was last updated in the ’70’s and frankly smelled like a combination of old people and dead animals. From there we went to the dinning hall and enjoyed food that the state of California rejected from the prison system.

My decaf coffee had a slight taste of mildew. Mildew seems to be a theme here – not only in the bathrooms, but in the coffee machine as well.

Continental breakfast: ummm…what breakfast?? Supposed to be served from 8am – 10am, but they should revise it to be “8am – whenever it’s gone.”

The only reason why I had chosen Martine Inn was cos they allowed kids, but let me tell you, my son was terrified of that innkeeper!

We received no communication from them prior to our stay suggesting that a late check-in would be a problem (aside from a call to our cell phone at 8pm when we had no reception). In any event, we were greeted at night with hostility which continued throughout our stay.

Martine Inn’s website lists “WiFi throughout” as well as “Free WiFi” under each of its room descriptions — so we were disappointed when the innkeeper told us WiFi access was restricted to the library.

The self righteous owner was an absolute ass, and fact is, we won’t be staying there ever again. If you’re about 90 years old, and you don’t mind turning in at 5 pm, this is the place for you, otherwise, don’t bother.

When my husband approached the hotel staff with pictures of the mold, rodent excrement and strangers pubic hair the front desk clerk made excuses and said they were gross. She took a whopping $50 off of our room rate (which was $179 for one night)

The staff was friendly and the room appeared clean, i say appeared because mold is not clean. A health hazard.

Last week, the City Council voted unanimously to place an amendment of Measure C on the Nov. 8 ballot. It would decrease required building setbacks, allow the addition of rooms through remodels that don’t increase the “footprint” of the existing building by reducing the the ratio of rooms to square footage to one per 1,000 square feet rather than the current one per 2,500 square feet.

I’m in favor of tearing these moldy tired hotels down and rebuilding but not increasing the room count. Cannery Row & Seaside are getting all the business.

In a small city with a lot of hotels, the decline in hotel tax is significant.

“It’s 19 percent of the general fund,” said Jim Becklenberg, Pacific Grove’s director of management and budget.

Pacific Grove hotel tax revenue dropped 14 percent in fiscal year 2008-09 from the previous year, less of a drop than the city was anticipating. Pacific Grove has “a relatively small reserve,” Becklenberg said.

On Monday, the phones at Monterey Peninsula Reservations were busy with visitors seeking last-minute rooms. The few rooms available were mostly because of cancellations, said owner Donna Ibens.

Two-night minimums are pretty standard, he said, and rates climb as demand increases. So while the county’s average room rate in December and January was $129, the July and August rate average last year reached $180.

“The prices are scaring people a bit,” said Ibens. “I’ve had a lot of calls and they don’t want to pay $300 a night.”

The least expensive rooms were $250 a night in Pacific Grove and Carmel, said Ibens.

These are the hotels opposing a tax hike? $500 to stay in PG for two nights? Ow!
