Project Bella, the plan for a luxury hotel at the American Tin Cannery, is generating a lot of positive buzz in America’s Last Hometown.

That seemed to be the pervasive feeling late Wednesday as the City Council unanimously voted to hold a special election on April 19 to make an ordinance change to clear the way for the hotel. But first, the council approved a reimbursement agreement with the project’s developer, Domaine Hospitality Partners, covering the cost of holding a special election.

The question of compensation was addressed first because, as Mayor Bill Kampe explained, “We want to know we’re getting reimbursed.”

“I have a lot of faith in P.G. voters,” said Moe Ammar, president of the Pacific Grove Chamber of Commerce, at Wednesday’s meeting. “It’s to the benefit of Pacific Grove to get that dollar in the bank as soon as possible.”

While a few P.G. residents did express their concerns about the effects of the project and the special election — like Pacific Grove resident Luke Coletti, who thought the special election was a “cynical attempt to lower voter turnout,”

For his part, Kampe has advocated moving forward in a timely manner because of the multiple hurdles involved in a development project of this size. He said he was pleased to see the city reach a point where the election has been called and a reimbursement agreement has been made. So did David Armanasco, a spokesman for the project.

When it comes to Project Bella, the luxury hotel proposed for the American Tin Cannery, Pacific Grove doesn’t seem to want to wait.

On Tuesday, the City Council is expected to adopt a resolution to call a special election on April 19 for a ballot initiative that would begin to clear the way for the project. The initiative could also be delayed and put on the ballot for the June general election.

Pacific Grove Mayor Bill Kampe said that both the developers of the project and the majority of staff at the city feel moving quickly would be the most beneficial.

Never mind the minimum wage workers and those that prey on tourists that follow.

The Holman renovation will include four ocean-view penthouses, eight new stores, and 25 2,000-square-foot luxury condos.

The condos are expected to cost between $550 and $700 per square foot.

“We have never had condos built in this price range on the Monterey Peninsula with the exception of the Inn at Spanish Bay,” Pacific Grove Chamber of Commerce President Moe Ammar said.

Ammar said he believes even though it’s a first for Pacific Grove, the development will be successful.

“We know it’s going to work because the demand is there,” Ammar said. “Everybody wants to live on the Central Coast. Everybody wants an ocean view. And ocean view development just doesn’t exist anymore.”

At the Tin Cannery, a 160-room hotel is being planned across the street from the aquarium.

Still in the early stages of the project, the development needs approval by the Coastal Commission. But first, the city’s voters will have to approve zoning changes that allow for a hotel.

The Chamber of Commerce predicts the hotel could bring in $30 million a year, or 25 percent of the city’s budget.

When the press release arrived in email inboxes yesterday, announcing there were firm plans to replace Pacific Grove’s American Tin Cannery with a luxury hotel, it only hinted at the grand ambitions of developers Domaine Hospitality Partners, LLC.
The statement read that “Project Bella”—the working title for the development—“aims to be the leading luxury hotel in the United States.”

Built in 1927 for use in the sardine heyday, the Tin Cannery has been home to outlet shopping since 1988 and never seemed to take off, despite the thousands of visitors exiting the Monterey Bay Aquarium across the street.

When the outlet mall had stores it was pretty good. One could get a variety of things without having to deal with the traffic. Ardan’s, Rebock, Corning and more.

If this deal fizzels, remember these names people.

The project is a partnership between Domaine Hospitality Partners and the Cannery Row Co., which owns the cannery building.

Wednesday’s press conference will include Julie Packard, executive director of the aquarium, developer Ted Balestreri, Pacific Grove mayor Bill Kampe and Domaine CEO Ronald Meer.

“It doesn’t make a profit,” owner Jonathan Johnson said bluntly. He had two part-time employees.

Oceans 18 opened in 2007. Johnson said he first decided to pack up shop a few years ago but the building’s owners, Cannery Row Co., offered to lower the rent, so he gave it a go for a while.

There are more than a dozen empty stores at the cannery. Around 12:30 p.m. Thursday, fewer than 70 people were shopping or eating despite 22 businesses, such as DB Shoes, Pendleton, Van Heusen and Candy World. A majority were eating at First Awakenings restaurant.

No, please don’t build more motels on the beaches. Are more rooms really what we need? The crusty motels need to provide the customers their money’s worth. Tear down some of those Brokaw Halls they call lodges and build something worth coming to.

ATC should be torn down and made into a condo. Corral all them part time residents into their own vacation home paradise.

And tell Moe he can make more money selling parking spots to the ‘good ol boys club’ at his new gaudy tourist information center. I see way more cars in that lot than people in the building. What’s going on there?

Visions of tax revenues from new hotel rooms are dancing in the heads of city officials. They estimate about 80 hotel rooms could be added at existing properties, which would bring in up to $300,000 a year more to city coffers. Even more bed tax money would be generated by new hotels near Lovers Point and the Monterey Bay Aquarium where the American Tin Cannery sits.

Representatives from the business community told the council the city should pick up the tab. Moe Ammar, leader of the local Chamber of Commerce, for example, said that since the city would gain thousands of dollars in increased bed tax from new guest rooms, the city should pay.

But residents who spoke to the council said the businesses should pay.

The council split the difference, voting 6-0 that the city would put up half the money if the hospitality industry put up the other half. The city is waiting for a response..

Charges were dismissed Thursday against a Gilroy man accused of assault to commit rape on a 16-year-old employee at the American Tin Cannery in Pacific Grove in May 2007.

Prosecutor Glenn Pesenhofer said he didn’t have sufficient evidence to prove Sunny Kavil guilty beyond a reasonable doubt.

Sunny Kavil Arrested

Sunny Pappu Kavil, 43, is charged with child molestation, assault and sexual battery. He pleaded not guilty to all counts and was released on $100,000 bail. At his preliminary examination, a judge ruled that there was enough evidence to warrant a jury trial.

On May 19, 2007, a then-16-year-old girl was working at Sunnyline Clothing, a store owned by Kavil in the city of Pacific Grove, near Monterey, according to court documents. Though the girl had only been working in the store two days, she had on multiple occasions felt uncomfortable with Kavil, Pacific Grove police officer Angelo DeMarco testified in a preliminary hearing held Nov. 5, 2007.

“Mr. Kavil, in the short time that she worked there, had given her free underwear, and told her to go ahead and take it home, that she didn’t have to pay for it,” he said. “When she returned to work, Mr. Kavil asked her how the underwear looked or felt on her.’
