Protest March Over Wharf Leases

The protest and review of policies comes on the heels of the eviction of longtime business Balesteri’s Wharf Front gift shop earlier this month. That was after the store, the Paluca Trattoria Italian restaurant and The Coffee House, all located on the wharf and part of property leased by Sam Balesteri, were sent lease termination letters notifying them that their current leases were up at the end of August. Despite that, both the gift shop and coffee shop have remained open pending a lawsuit between Balesteri and the city. Balesteri wants compensation for the many improvements he has made to his building.

In June, Chris Shake, owner of Old Fisherman’s Grotto restaurant, complained about the negotiation process with the city, which led him to request a demolition permit to tear down his building when its lease expires in summer 2021.

Both Shake and Sam Balesteri’s son, Ben, said that they plan to join the march on Tuesday. In fact, Shake is closing his restaurant from 3 to 6 p.m. that day.

“My employees and families — they want to support it and be a part of it,” said Shake, who applauded Barrett for, as he put it, “having the common sense to bring this back for consideration.”

A female was a victim of a strong-arm robbery Monday in the 800 block of Grace Street, according to Monterey Police.
Officers said the victim was hit in the back of the head around 7:12 p.m. and knocked to the ground. The suspect stole the victim’s purse and got away before police arrived.

Officers said the victim had minor injuries. Police are looking for the suspect, described as a white man, 25 to 35 years old, about 5 foot 10, thin build and a white or gray goatee. He was reportedly wearing a black hooded sweatshirt with gray markings on the sleeves, a red ski mask, light colored blue jeans and black gloves.

“Besides the traffic and parking, the biggest talking point was to look at building heights in that area,” said McCarthy, noting that in the future, three-story buildings would only be allowed under special conditions, could be no higher than 35 feet and would be required to be set back 12 feet from the second story to provide a two-story appearance. The project must also include public open space and pre-approved public art elements.

The sardine population col-lapsed in the 1950s as a result of overfishing and changes in ocean conditions; the canneries closed, and the trains quit running through town.

Today, Monterey’s sardine history is still in evidence, although now seen through the perspective of tourism. Remaining canneries have been repurposed and filled with shops, restaurants, galleries and museums. The railroad tracks have been pulled up and replaced with a walking/bicycling path called the Monterey Bay Coastal Recreation Trail.

The South African couple, who opted to spend their honeymoon rowing their way to a place where most honeymooners go to lounge on the beach and sip from drinks with little umbrellas, on Tuesday finished they journey in a record 39 days, four hours and 27 minutes. They also severely tested their relationship.

“In 1993 and in 2005 both the Navy School and the Defense Language Institute were under consideration for those BRAC Rounds,” said City of Monterey City Manager Mike McCarthy.

Both schools could make the list again, resulting in them being shut down or realigned, something the Central Coast is all too familiar with.

“We saw what happened with the closure of Fort Ord in the early 90’s and the time it’s taken for the region to rebound,” said Pick. “So we don’t want to see any further military installations leave the area.”

To prepare for the worst, Monterey and community leaders are gathering for symposiums to discuss what’s already being done and what can be done to keep military on the peninsula. Building relationships is one key recommendation.

On Tuesday night, the Monterey City Council voted 3-2 to hire an appraiser to evaluate the land.

Several residents spoke against the appraisal, asking why the city wants to spend $31,000 of the tideland fund, but Monterey City Manager Mike McCarthy says the lease agreement allows the city to perform rent review.

“Our lease with the aquarium for the tidelands requires a review on the rent,” McCarthy said.

One dollar per year is all the State Lands Commission wanted when the aquarium first asked to build on the tidelands in 1981.

Monterey’s Housing and Property Manager Rick Marvin confirmed that Balesteri’s Wharf Front gift shop, the Paluca Trattoria Italian restaurant and The Coffee House, all located on the wharf and part of property leased by Sam Balesteri, had been sent lease termination letters notifying them that their current leases were up at the end of the month.

Last year the Monterey City Council voted to shorten lease agreements with wharf tenants. Since the new guidelines, the city has negotiated with three existing tenants and has offered lease terms that exceed 10 years due to the improvements the tenants want to make to the premises.
