4 people rob a person at their house and steal their car. Not sure of the circumstances.

Police arrested two suspects and were still searching for a third in connection with a an incident Friday that began with an armed robbery in Monterey and included a four-hour standoff in Salinas.

Police were summoned at 4 p.m. to an address in New Monterey, where a homeowner had been robbed at gunpoint. The suspects fled with the victim’s van, police said.

The stolen vehicle was spotted a short time later in Marina, where a female driver was arrested.

A second suspect was located and arrested outside a house on Lupine Drive, and police surrounded the residence, believing the third suspect was inside.

A four-hour standoff ended when SWAT teams from Monterey and Salinas rammed through the front door and tear-gassed the home. They did not find the suspect.

Officers said they watched Leopold Cortes for about two months as they investigated his alleged involvement in high volume methamphetamine sales. That investigation culminated with warrants being served on 1113 McClellan Avenue, Apt. A in Monterey and on 1158 Kenneth Street in Seaside.

Investigators seized two stolen vehicles, two assault rifles, a shotgun, two pistols, one revolver, two rifles, a shotgun, hundreds of rounds of ammunition, more than one pound of methamphetamine, marijuana, hashish, evidence of drug sales and approximately $71,000 in cash.

What are these places, vacation homes? Sustainable Development? Lighthouse Avenue from Dickman to Drake is not really a congested part of the street.

The Hear-Old story does not mention that Outzen is a former Monterey city councilman.

A neighborhood association challenge to a major mixed-use project on Lighthouse Avenue will go before the Monterey City Council on Tuesday.

Developer Carl Outzen received the go-ahead for his proposed project — 32 apartments and retail shops in two three-story buildings — from Monterey planning commissioners on a 6-1 vote Jan. 28.

But the New Monterey Neighborhood Association appealed the decision to the City Council on several grounds. The association contends the project proposes too many apartments for the site, is too big, would put driveways on a badly congested section of Lighthouse Avenue and has unresolved environmental questions.

A council report rebuts each issue in the appeal with the conclusion, “No error was made.”

Cuts are most likely coming to the Presidio of Monterey but no one knows how deep they will be. Defense Secretary Chuck Hagel on Monday announced a plan to cut the Army to its pre-World War II size. He also called for a new round of base closings in 2017.

Rep. Sam Farr, D-Carmel, had yet to release a statement as of Monday night. Several Republicans in Congress spoke out about what they felt were flaws in the plan.

Ammar said he heard from locals who decided to watch the tournament at home because of the weather and guessed the start of the Sochi Winter Olympics also kept people indoors.

Both the MFD and the Monterey County Health Dept. were informed by MPW last night that the diversion pump had been switched on, Ramirez says, but this morning the health department was informed by MPW that the switch was still turned off. Ramirez could not elaborate as whether the error was mechanical or human, but a statement issued by the health department earlier today said it was a “mechanical failure.”

Security Guard Arrested For New Monterey Rape

Daniel Lee Bell, of Seaside, was arrested at 12:14 p.m. on a $150,000 warrant. The warrant stemmed from a Dec. 30, 2013, report by a woman who told police she had been raped by an unknown man.

At the time of the alleged assault, Bell was on duty as a uniformed security guard patrolling apartment complexes throughout Monterey County. Employed by San Jose-based Code 3, Bell was driving a marked security vehicle and wearing a duty belt with pepper spray, a baton and a stun gun, police said.

The woman and her male companion were contacted by Bell on the 700 block of Pine Street in Monterey as they walked home from a local bar. They thought Bell was a police officer due to his uniform and marked vehicle, the woman told police.

Developer Carl Outzen is seeking approval for a 32-apartment-and-retail project on several parcels now occupied by nine vacant, dilapidated buildings in the 200 block of Lighthouse Avenue and Foam streets.

He is proposing two buildings three stories in height with upper-story residential units and ground floor commercial-retail space. The residential units would be one- and two-bedroom units.

The City Council in November designated about 1.4 acre-feet in water for the project, which, together with historical water uses on the properties, will provide enough water, a commission report says.

Woman Causes Multiple Car Accidents On Lighthouse Avenue

Eventually, they determined that a Buick, driven by a 73 year old woman from Monterey, was northbound in the 400 block of Lighthouse when it sideswiped a Federal Express truck parked along the right curb. The Buick continued northbound on Lighthouse and ran the red light at McClellan, hitting a utility truck.

The Buick continued northbound on Lighthouse and ran into the rear of a Lexus SUV, which was pushed into a small bus that had six passengers. The Buick ended up flipping on its side and came to rest facing southbound.
