Monterey police officers tried to arrest Alan Smith at his home on the 700 block of Oak Street at about 3:24 p.m. Monday as part of an investigation into a report that he had manufactured a “zip gun,” a makeshift weapon designed to fire live ammunition, and possessed ammunition.

Aware that Smith had previously made similar weapons and often carried knives, police tried to talk him into surrendering using negotiations and de-escalation tactics and deployed officers with crisis intervention training

Parklets Proposing Permanency?

Business and civic leaders in Monterey, Pacific Grove and Carmel are all expressing enthusiasm for the “parklet” concept. Businesses can add outdoor space by creating parklets that move tables out onto city properties, such as sidewalks and parking spaces.

City officials in Monterey are considering removing one lane on Alvarado Street to provide for more room for businesses to expand outside. Carmel has made sidewalks available for more than 30 restaurants and Pacific Grove is hearing nothing but glowing responses to the 11 parklets that line Lighthouse Avenue.

There are multiple ways to construct parklets, but the two most common are moving tables out onto former parking spaces or moving the sidewalk out to the parking spaces so patrons can sit between the sidewalk and the restaurants.

“It’s safer not putting diners next to traffic,” Johnson said.

“Our code enforcement officer has the authority to cite without warning anyone not wearing a face covering in our business areas,” Uslar said. “People and businesses know by now that masks are required and we have to compel compliance to reduce the spread of the virus. Our educational approach has shown success, yet we need to do much better.”

The citations will begin at $100 and become more expensive for subsequent violations. If a person is found in a business not wearing a mask, both the individual and the business will be cited. Uslar said the Monterey County Health Department order provided for a criminal citation and a $1,000 fine. But by making it an administrative citation, fines can be handled within the city of Monterey without having to go through the county District Attorney’s office.

Officials Quiet On Asilomar Cruise Ship Passengers

Don’t need a riot on the beach.

State officials on Wednesday said they will not disclose whether 21 patients housed at Asilomar Hotel and Conference Center in Pacific Grove have tested positive for the coronavirus, but are saying those individuals are highly isolated from the public and that the concern should be focused on the people who have the virus and are walking freely around the county.

Officials from the California Office of Emergency Services on Wednesday refused to say whether the Asilomar patients had tested positive, only that they were not sick enough for hospitalization. They did not return voicemails or emails requesting comment.

The Monterey Bay Aquarium is temporarily closing to the public as a precaution against the spread of the new coronavirus.

In a press release Thursday afternoon, the Aquarium said it was closing “with the health and safety of our employees, volunteers and guests top of mind, and as a precautionary measure following the governor’s executive order canceling large gatherings.”

“We are (guarding the area) now,” said one U.S. Marshall staffed at a Sinex Avenue entrance into the quarantined area of the conference center. The U.S. Marshall asked that his name not be used because he was not authorized to speak to the media.

Behind the U.S. Marshals, staff from the California Office of Emergency Services wearing bright orange gloves were working on a staging area for individuals being brought in or out of the makeshift facility. Crocker Avenue between Sinex Avenue and Sunset Drive has been closed to traffic. Crocker borders the quarantine area.

Good Old Days, the annual big bash in Pacific Grove that has historically drawn hundreds of people to Butterfly Town, is moving ahead undaunted by the spread of the coronavirus.

Chamber of Commerce President Moe Ammar said Tuesday the only way Good Old Days will be cancelled is if the Monterey County Health Department orders it.

“We’ll only react to the health department,” Ammar said. “If they say cancel the event then we will. We have 235 vendors and only one said they wouldn’t come.”

Event planners have increased the number of hand-washing stations and cleaning crews, he said.

In June of 2019 new developers took over the job and it is now moving forward.

The plan is to build a 225 room hotel using a portion of the old American Tin Cannery Building and constructing the rest. The 5.59-acre property is located at 125 Oceanview Blvd. in the city’s coastal zone. The hotel would have a restaurant, multiple bars, meeting spaces and an underground garage with 260 parking spaces.

Beginning next month anyone peddling a pedicab along the Monterey portion of the Recreation Trail will need to start braking along about the Monterey Bay Aquarium. The rickshaw-like bicycles, permitted on Monterey’s portion of the trail, are now banned in Pacific Grove.

Complicating matters is that although most locals know where Monterey ends and Pacific Grove begins, there is no city limits signage, making it a challenge for visitors.

Pacific Grove Police Chief Cathy Madalone said Monday the city is in the process of making signage that will welcome Rec Trail visitors to the city.
