Elvin, who court records show has a lengthy criminal record and a history of mental illness and drug use, was charged with felony criminal threats and a misdemeanor
of illegally entering school grounds. He remains in Monterey County Jail.While Elvin has pleaded not guilty to the crimes, his deputy public defender during a Dec. 6 court hearing in Salinas expressed doubt as to his competency and requested that he be required to undergo a psychiatric examination. Monterey County Superior Court Judge Pamela Butler agreed.
